The Municipal Executive Board Administration is seeking a Security Coordinator with special responsibility for systematic emergency preparedness and security work at a municipal level. The role involves both strategic and operational tasks, with a focus on the practical handling of security incidents, emergencies, and deviations. The position aims to ensure that the administration's operations can be conducted safely, legally, and robustly within a politically governed organization.

As a Security Coordinator, you will work in an administration that serves as operational support for other municipal activities within education, healthcare, elderly care, and social services, with a particular focus on the safety of children, students, and citizens. You are expected to establish and maintain effective structures for security protection, information security, crisis preparedness, and continuity management. The work is based on current legislation, regulations, and the municipality's steering documents, and involves close collaboration with managers, operations, and external partners.

Responsibilities

  • Develop, implement, and monitor steering documents, guidelines, and routines within security protection, information security, crisis preparedness, and continuity
  • Lead, coordinate, and quality-assure risk and vulnerability analyses, security protection analyses, and propose and monitor risk-reducing measures
  • Conduct and coordinate the operational handling of security-related incidents, including initial assessment, coordination of measures, documentation, and reporting
  • Support managers and operations in systematic security work, including information classification, access control, log and access monitoring, and handling of protected and sensitive information
  • Plan, conduct, and monitor training, exercises, and information campaigns within security protection, information security, crisis management, and incident handling
  • Collaborate with internal and external actors, such as other administrations, authorities, cooperation bodies, and suppliers within the security area, and participate in relevant cooperation forums

Qualifications

  • University education in security, risk and crisis management, law, political science, information security, social sciences, or other relevant direction
  • Several years of experience in qualified security work, such as security protection, information security, crisis preparedness, or equivalent coordination or security functions
  • Documented experience in the operational handling of security incidents, including investigation, analysis, reporting, and follow-up
  • Experience in driving and leading projects and assignments in complex and politically governed organizations, preferably within municipal or other public sector operations
  • Very good written and oral communication skills in Swedish, as well as the ability to produce structured reports, decision support documents, and steering documents
  • Good computer skills and ability to work in administrative systems, digital platforms, and information security-related tools

  • Ability to act methodically and controlled in the event of incidents and emergencies, with a focus on order, documentation, and learning

The position is located at the Unit for Security and Preparedness, which is part of the Democracy Support sector at the Municipal Executive Board Administration. The unit's employees provide strategically coordinated support for the municipality's committees in crisis preparedness and civil defense, operational security including security protection, and safety and crime prevention work.

Östersund Municipality, as the geographically responsible authority at the local level, is an important actor in the development of the total defense in Jämtland.

The position is classified in a security class requiring Swedish citizenship and will involve a security clearance and register check.
