We are looking for a consultant for contract follow-up regarding bridge maintenance for the Swedish Transport Administration (Trafikverket) in Västerbotten County. The assignment involves supporting project management in monitoring contracts and ensuring that work is carried out in accordance with contracts, requirements, and current regulations.

We are looking for you who have competence in bridge engineering, soil and geotechnics, or surveying technology. Experience in several of these areas is an advantage.

This is a consulting assignment based in Lycksele.

The scope is approximately 50–70% of full-time.

The assignment involves close cooperation with the client, which places high demands on flexibility and teamwork.

The Assignment

The role concerns contract follow-up in execution contracts, where the consultant supports the Swedish Transport Administration's project management in ensuring that construction work on roads and railways is carried out in accordance with contracts, requirements, and current regulations. The work includes monitoring production, quality control, verification of execution, as well as participating in meetings and collaboration with contractors and other stakeholders.

Responsibilities

  • Establish and follow up on control programs and plans based on risk analysis, authority requirements, and contracts.
  • Review the contractor's quality management, including control programs, plans, work preparation, and risk management.
  • Perform site inspections through site visits and follow up on execution, progress, quantities, and economics against the contract and schedule.
  • Conduct rounds and supervision and participate in inspections, visual surveys, and checks of the work area.
  • Prepare decision support for variation and additional works (ÄTA) as well as quantity and cost adjustments.
  • Participate in design meetings, construction meetings, and coordination meetings, and follow up on utility owners' works.
  • Verify that the contractor's controls, testing, and deliveries meet established control programs, contract requirements, and standards.
  • Ensure that goods and products meet requirements, including checking certificates, certifications, and performance declarations.
  • Prepare relationship documents, maintenance data, and final documentation, and ensure that data is delivered correctly.
  • Report results from controls and follow-up to project management.
  • Follow up on environmental requirements and contribute to the project's environmental security, handling contact with authorities if necessary.
  • Participate in surveying technical issues, sampling controls, and follow-up of quantities and geodetic data.
  • Conduct occupational health and traffic safety rounds (BAS-U) and participate in safety rounds and safety work.

Requirements (OBS, mandatory)

General requirements for requested competencies:

  • Ability to express oneself well in Swedish, both orally and in writing.
  • Valid B-driver's license.

Assignment-specific requirements for work experience:

  • Requirement for work experience from at least 2 contracts with a total turnover of at least 6 MSEK per contract. The contracts must have included work on structures.
  • Valid Concrete Class II certification or higher.

Production Specialist Bridge Engineering:

  • At least 3 years of work experience (as a construction manager or in a supervisory role such as production manager, foreman, site manager, site inspector, or equivalent) in Bridge Engineering. The work experience must not be older than 10 years.
  • Knowledge of laws and regulations as well as standards and directives within the relevant area.

Production Specialist Soil and Geotechnics:

  • At least 3 years of work experience (as a construction manager or in a supervisory role such as production manager, foreman, site manager, site inspector, or equivalent) in Soil and Geotechnics. The work experience must not be older than 10 years.
  • Knowledge of laws and regulations as well as standards and directives within the relevant area.

Production Specialist Surveying Technology:

  • At least 3 years of work experience (as a construction manager or in a supervisory role such as production manager, foreman, site manager, site inspector, or equivalent) in Surveying Technology. The work experience must not be older than 10 years.
  • Knowledge of laws and regulations as well as standards and directives within the relevant area.
