The County Administrative Board works on behalf of the government and ensures that national goals are implemented in the region. Our broad operations encompass environmental, nature, cultural heritage, business, community planning, rural, preparedness, and total defense issues. In dialogue with other actors, we coordinate various interests and promote sustainable development in Gotland.
We have over 150 employees, and our head is Governor Charlotte Petri Gornitzka.
Description
The County Administrative Board is seeking an experienced case officer in the area of supervision and assessment according to the Environmental Code. The position is located in the Environmental and Water Unit, which consists of 23 employees.
The Environmental and Water Unit works with environmental issues across a wide range and towards established regional environmental goals. Through permit assessments, supervision, and preventive advice to the region's operators, we work for a good environment in Gotland.
The unit consists of knowledgeable and engaged employees dealing with issues related to contaminated areas, environmentally hazardous activities, water operations, marine and coastal management, management of our waters, fishery management, environmental monitoring, and coordination of environmental goal work, to name a few examples. One of the aims of the work is to achieve good ecological status in the waters around Gotland and good environmental status in the Baltic Sea.
Responsibilities
As a case officer in the area of supervision and assessment according to the Environmental Code, you will work with supervision and actively participate in assessments within the environmental and water sector.
Your responsibilities will include working with supervision, supervisory guidance, and assessment of environmentally hazardous activities, particularly quarries and the lime and cement industry. The position may also include other tasks within the environmental field over time, such as environmental goal responsibility with environmental goal follow-up, permits for the transport of hazardous waste, review of appeals against municipal decisions, statements in planning consultations, and in permit matters decided by the Environmental Assessment Delegation at the County Administrative Board in Stockholm County or the Land and Environment Court at Nacka District Court.
The focus of the position may vary over time and depending on your competence, as we have a broad and also changing mandate within the County Administrative Board.
Qualifications
You have an academic degree with a focus on environment, water, or technology.
You have at least 5 years of work experience in environmentally hazardous activities, water operations, environmental legislation, or environmental assessments, either from a supervisory authority or as a representative of operators.
Since the work will involve contact with many different people, you need to have documented experience in meeting people, either in the role of a supervisory person or through experience in collaboration with various stakeholders.
Knowledge or work experience regarding Gotland's geological and natural conditions is also an advantage.
Part of the County Administrative Board's work involves handling databases and working with maps. Much of this is done digitally, so we prefer that you can use GIS tools and are accustomed to working with administrative, digital systems.
Great emphasis is placed on personal suitability and your ability to analytically and structurally address complex issues from both legal and factual perspectives. The work involves a considerable amount of contact within and outside the organization, so it is important that you are attentive and have the ability to meet people and collaborate. Working in a government agency involves a constant process of change and development, so you should also have good cooperation and adaptability skills and be able to express yourself easily in speech and writing.
Possession of a B driver's license is a requirement.

As the position is classified in a security class, a standard background check will be conducted upon potential employment. The position requires that you are a Swedish citizen, but you are welcome to have a foreign background.
The County Administrative Board has coordination responsibility within both crisis preparedness and total defense in the region. This means that as an employee, you may be part of the crisis management organization and may be assigned to military service.
