We are looking for a functional manager for planning & agreements for an authority in Stockholm. 

This is a consultancy assignment. 

The position is part-time, with a workload of about 60 percent.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment

The authority's mission is to prepare and implement decisions regarding the direction and scope for a long-term sustainable public transport system. They are also responsible for the management and monitoring of traffic operations as well as maintaining the functionality, safety, and value of the infrastructure. Every day, more than 700,000 people use public transport, including subway, buses, commuter trains, and local trains.

The Tvärbanan Kistagrenen program is responsible for the remaining measures on the existing Solnagrenen and the new Kistagrenen route, which is a planned expansion of the Tvärbanan. The Kistagrenen starts after the Norra Ulvsunda stop in Bromma and stretches to the Helenelund commuter train station in Sollentuna. Within the program management, there is a function for Planning & Agreements responsible for the necessary detailed plans and agreements such as implementation agreements with municipalities, operators, utility owners, agreements for permanent and temporary land access, easements, etc. The function consists of a functional manager and three officers responsible for planning and agreements within various implementation projects.

The authority is now seeking a functional manager as the current agreement is expiring. Responsibilities

• lead and manage the function in daily operations
• provide senior support for the officers in areas such as;

  property law, contract negotiation and drafting, planning for tramways with environmental impacts such as water, noise and vibration, electromagnetic fields

• be responsible for and drive complex contract negotiations
  • ensure that the function operates in accordance with the Tvärbanan's working methods and the program's strategies regarding quality, environment and sustainability, work environment, and social responsibility
  • be responsible for the function's document management in accordance with the authority's routines and guidelines and to be the map owner for part of the program's document management server
  • participate in the program's stakeholder and change management as well as handover planning
  • prepare materials and be the convenor, presenter, and secretary in steering groups with the program's main stakeholders
  • otherwise participate in the program's work and promote good progress and communication

Requirements (Note, mandatory)

Degree from an academic education in surveying or education focused on urban development or equivalent. At least 9 years of experience in leadership roles (functional manager, project manager, sub-project manager, (assistant) project manager or equivalent) in larger client organizations. At least 9 years of experience in complex infrastructure projects, from feasibility study to implementation phase. At least 3 years of experience in responsibility for the planning process (railway plan/road plan/detailed plan) for infrastructure projects of at least 500 million SEK.

Meritorious 

Documented education in property law and planning of infrastructure. Supported by educational certificates attached to the bid. Documented work experience in planning, property, authority, or equivalent in a railway-tram project with a contract sum of at least 100 million. Documented work experience from at least one assignment where collaboration between municipality & client has been a significant task.
