Department Controller for the City of Gothenburg

The mission of Democracy and Citizen Services is to support the city's operations in developing and delivering services to residents, visitors, and businesses, as well as creating conditions for citizens' democratic participation and influence. This means we are responsible for Gothenburg City's contact center, provide methodological support for service and democracy development, and coordinate and develop external digital channels such as goteborg.se. We operate the city's citizen offices, Sign Language Forum, Rainbow House, and Romano Center in the West, which is a Roma information and knowledge center. We also offer consumer advice and budget and debt counseling. Additionally, we are responsible for Gothenburg City's guardianship activities. Our administration has over 250 employees.

JOB RESPONSIBILITIES

Do you want to work to ensure that all Gothenburg residents have a sustainable everyday life - both socially and economically? We are now looking for a department controller who wants to help create a more sustainable city.

The Department for Counseling and Guardianship Activities consists of two units responsible for budget and debt counseling, consumer advice, guardianship activities, and coordination of Gothenburg City's citizen witnesses.

As a department controller, you are an important part of the management team and work closely with the department head, both operationally and strategically. You focus on the department's mission, legislation, and those we serve, delivering in line with the administration's vision and political decisions. You play a crucial role in creating conditions for our services to maintain high quality and be as efficient as possible.

Your main responsibilities:

  • coordinate and ensure the quality of the department's planning, monitoring, and analysis
  • develop processes for management and governance and support the department's managers
  • manage the department's political case handling for the administration's two committees
  • act as a link between operations, auditing, and supervisory authorities
  • ensure sustainable, legally secure, and effective working methods
  • coordinate the department's internal control and risk management
  • provide legal expert support for the department and assist in legal matters
  • support quality and development work, including through digitalization

Investigative assignments may occur.

QUALIFICATIONS

We are looking for someone with an academic degree at least at the bachelor's level in a relevant field and knowledge of administrative and family law.

We want you to have solid experience in a leadership role related to management and governance linked to regulatory authority or similar regulated activities. We also want you to have experience in driving sustainable change or development work.

You need to have knowledge of methods for management, governance, monitoring, and systematic quality work. If you also have experience in qualified business management or experience in supervision, auditing, and control, that is a significant advantage.

Other desirable experiences:

  • work within municipal administration
  • work as a manager or administrative controller
  • business development using digitalization
  • process work, preferably with a focus on LEAN

As a person, you are goal- and result-oriented and can translate goals into concrete actions. You have analytical skills and act based on the assignments and needs of those we serve. You can quickly identify the core of a problem and find possible solutions.

To succeed in this role, you need to be driven and engaged. You take initiative and responsibility for moving work forward, both independently and in collaboration with others. You also need to be able to see opportunities for improvements and create conditions for new ideas to take shape.
