We are looking for a Collaboration Leader for the Swedish Transport Administration in Karlskrona.

This is a consulting assignment.

The position is part-time, with a workload of approximately 20 percent.

The assignment involves close collaboration with the client, which places high demands on flexibility and collaboration skills.

The Assignment

The Swedish Transport Administration and the E22 project past Bergkvara are currently in the planning phase, with early contractor involvement. We are currently in the process of procuring a consultant for the road plan. The project actively works to challenge both the market and ourselves by reviewing contract forms and working methods, with the goal of creating better collaboration. This work is done to bring us closer to the Swedish Transport Administration's goal of being the contractor's first choice.

Parallel to the development of the road plan, contracts with contractors will be initiated. The purpose of this is to create the best possible conditions for the upcoming production phase and ensure good buildability.

Road Plan Contract

The road plan contract includes the development of a road plan for the E22 stretch past Bergkvara. The consultant is responsible for investigating and designing a new road within the proposed corridor. The assignment aims to deliver a legally binding road plan with an optimized road line and an approved environmental impact assessment. The work requires high quality, good planning ability, and close collaboration with alliance partners to ensure that the solutions are buildable and sustainable.

Alliance Contract

The parallel construction contract will be conducted in alliance with our contractor. The alliance contract aims to implement the project together with our suppliers in an efficient and developing process. The goal is to ensure that the project is completed on time, with the right scope and within the established budget.

The alliance contract is a new form of contract within the Swedish Transport Administration and in Sweden, but has been successfully used in several other parts of the world. Collaboration between the contracting parties and the client is crucial to creating a successful project that achieves our common goals.

Alliance Setup

The alliance contract will consist of one or more parties who together share the responsibility for implementing the project. The goal of the alliance is to create a common platform for collaboration, where the parties work towards the same goals and share responsibility for the project's success. Through an integrated working model, innovation, efficient use of resources, and shared accountability for risks and challenges are promoted.

The alliance contract has no connection to standard contracts ABT04 or AB04.

The Collaboration Leader's Assignment

The Collaboration Leader's assignment is to:

• Promote and strengthen collaboration between the project's contracting parties (client, consultant, and alliance partner/s).

• Create a common platform for collaboration based on trust, transparency, and shared responsibility.

• Support the client and the project in creating conditions for effective and goal-oriented project management.

• Assist in the development of a bid evaluation model and the creation of the alliance.

Job Responsibilities

Coordination and Communication

• Act as a neutral contact point between the contracting parties.

• Lead and arrange collaboration meetings and workshops to analyze progress, identify challenges, and develop solutions.

• Ensure clear and effective communication between all involved parties.

Collaboration Promotion Measures

• Create and maintain an agreed action plan for collaboration in the project.

• Identify and manage conflicts or misunderstandings between the parties at an early stage.

• Encourage and support innovation and joint problem-solving.

• As part of the alliance, we, together with alliance partners, will develop a common management system where the Collaboration Leader can support this work.

• Work on organizational and leadership development within the project.

Participation in the Procurement of Alliance Partners

• Plan and lead workshops in connection with the procurement of the alliance contractor.

• Evaluate workshops to ensure relevant insights and results before contracting.

• Contribute to defining procurement strategies that support the ability to collaborate.

Follow-up and Evaluation

• Measure and report on the effectiveness of collaboration and its contribution to the project's success.

Requirements (NOTE, mandatory)

1. Bachelor's or master's degree in human resources, behavioral science, or another relevant field. 2. Documented experience in developing, implementing, and working with management systems. 3. At least 5 years of work experience in implementing and driving processes within leadership development and organizational change. 4. Documented experience as a collaboration leader in collaborative projects with multiple parties, performing the following tasks with good results: - Lead, facilitate, and coordinate collaborative projects - Develop and inspire collaboration - Identify, manage, and resolve conflicts - Create and maintain an action plan for collaboration.
