Legal Officer with a focus on Environmental Law

Administration Department

The Administration Department provides support and service to the authority with the aim of ensuring effective management, common working methods, and quality assurance of the authority's operations. The administrative department is responsible for operations and processes within law, finance, archives, and service, divided into three units.

Currently, about 20 lawyers work in the legal unit. Here, there are operational lawyers focusing on fisheries law, environmental law, procurement, and cross-agency issues, as well as unit lawyers who work with violation cases within professional fishing. The unit is part of the Administration Department, which supports the authority's operations by ensuring legality, efficiency, common working methods, and high quality.

Description

The operational lawyers in the legal unit focusing on environmental law primarily work with issues related to water management, marine environment management, species and area protection, and marine planning.

Your tasks will include assisting the authority's investigators in connection with opinions and responses to courts, the government, and other authorities, as well as participating in court hearings in various types of cases, such as those concerning hydropower, mining, offshore wind power, ports, aquaculture, and larger industries impacting the aquatic environment. The tasks also include providing legal support to colleagues in the authority's subject units, including the development of various guidelines, such as supervision guidelines, regulations, responses to referrals, and reporting to the government on government assignments.

All operational lawyers work to drive the development of the unit's and the authority's working methods and practices. They represent the authority in legal networks within the authority's areas of responsibility and conduct training in their respective areas of responsibility.

Tasks

You will primarily work with:

  • Environmental assessments according to the Environmental Code and reviews of hydropower
  • Environmental legal support to investigators in the authority's subject units
  • Supervision guidance work
  • Regulatory work
  • Responses to referrals
  • EU law work
  • Government assignments
  • Internal and external lectures and training
  • Other tasks occurring in the unit are also included in the role of operational lawyer.

You will be part of a group of experienced environmental lawyers who support and discuss questions with each other. You will collaborate closely with them and many other colleagues in the authority. Parts of the work are carried out in cooperation with other national authorities and external actors. Travel is included in the work.

Qualifications and Personal Attributes

You who are applying for the position have a law degree and very good general legal knowledge. You have at least 4 years of experience in qualified legal work, of which at least two should be focused on environmental law.

It is particularly meritorious if you have:

  • Experience from working within state or municipal administration
  • Notary qualification
  • Experience working with environmental assessments at the county administrative board, environmental court, or environmental law firm
  • Experience in litigation
  • Experience in environmental legal work, especially in areas relevant to the Swedish Agency for Marine and Water Management
  • Experience in supervision work and supervision guidance

As a person, you are secure and stable. You have self-awareness and demonstrate good judgment and integrity, as well as the courage to act according to your own convictions. The issues you face can be both complex and time-sensitive, which requires flexibility and the ability to quickly identify legal problems and plan, organize, and prioritize within given time frames. Since the role involves many internal and external contacts, you need to be a team player with good collaboration skills and be skilled at communicating clearly and pedagogically in both speech and writing. We place great emphasis on personal qualities, social competence, and that you are the right person for both the unit and the environmental law group.

Conditions

The starting point is that the work is performed in our modern premises in Gullbergsvass, Gothenburg, but there is an opportunity for remote work up to two days a week by agreement. The employment is a permanent position as an operational lawyer. The Swedish Agency for Marine and Water Management applies a six-month probationary period and individual salary setting. Start date as soon as possible by agreement.
