Property Manager at Property Sector

The Property Sector is one of five sectors within Technical Management in Östersund Municipality. The municipality has over 5,000 employees who all work to provide good community service to the residents of Östersund.

Technical Management delivers services in areas such as water, sewage, properties, recreational facilities, waste management, streets, and parks. Approximately 650 people work here in total.

The Property Sector is responsible for the municipality's entire property portfolio of approximately 500,000 square meters and has over 70 employees. The sector consists of a smaller staff and four units – Property Management, Property Operations 1, Property Operations 2, and Property Technology.

At the Property Sector, we are responsible for the operation and maintenance of the municipality's buildings, local supply through new and renovation projects, strategic local planning, and the implementation of construction and land projects. We work together to create well-maintained, functional, and sustainable premises that support the municipality's operations.

Your New Job

As a property manager, you are an important contact person for our tenants and internal operations – a natural entry point for property issues. You build relationships, manage local issues, and contribute to ensuring that the municipality's properties are used efficiently and purposefully. The role is central to ensuring functional, cost-effective, and long-term sustainable premises for the municipality's operations.

You work together with colleagues in the property sector to manage and develop the municipality's property portfolio. In this role, you have close dialogue with tenants from both municipal administrations and private actors. You capture needs, act as an advisor, and contribute to solutions that support the operations' missions. The work is varied and encompasses both strategic and operational issues.

We are looking for someone who is social, collaborative, and confident in the role of contact person.

Common Tasks

  • Be the primary contact person for tenants and internal operations.
  • Hold property meetings and serve as a coordinating link between tenants and the organization.
  • Coordinate service requests with operational staff and engineers.
  • Participate in maintenance planning.
  • Plan and follow up on smaller projects and changes in the property portfolio.
  • Be responsible for lease agreements and conduct negotiations.
  • Work with local coordination and adjustments based on the needs of the operations.
  • Participate in issues related to new investments and maintenance.
  • Follow up on finances, budgets, and forecasts within your area of responsibility, including invoice management.
  • Collaborate closely with construction/project management, maintenance planning, and finance functions.
  • Ensure that the operations comply with legal requirements, rental legislation in relevant parts, and the municipality's routines.

Your Competence

Requirements

  • Basic knowledge of property law, especially rental legislation, and understanding of property economics.
  • Technical understanding of property management and how properties function in practice.
  • Driver's license (manual transmission).
  • Comfortable working with computers and various digital systems.
  • Good knowledge of Swedish, both spoken and written.

Meritorious

  • Experience in project management, e.g., smaller renovations or local adjustments.
  • Knowledge of the property owner's responsibilities and financial management.
  • Experience working in a politically governed organization.
  • Previous experience in a similar role within property management.
  • Experience in maintenance planning (UH projects).
