Social Director for the Labor Market and Social Administration

Are you secure, grounded, and inclusive, and can you lead both yourself and others with trust-based leadership? We are looking for a leader with experience in the field, strategic quality and management work, and the ability to balance operations and finances.

Your Mission

Since 2024, Karlstad Municipality has a new governance model. The direction is more cross-border and the working method is more trust-based, involving all administrations and companies.

As a social director, you will implement political decisions through trust-based and developmental leadership. The work takes place within your own administration but also in close collaboration with other administrations and municipal companies. The director is part of the group's management team, together with other municipal administration directors and executive directors.

The director plays an important role in translating the municipality's governance model with its sustainability dimensions and achieving the municipality's vision; a better life in the sun city.

We are now looking for someone who can lead our administration with a focus on results, strategic planning, and the ability to build collaborations both internally and externally. The administration, with over 600 employees, is led by the social director and is organized into three departments and a staff unit. The department for integration, support, and work, the family department, and the adult department. The departments are responsible for their respective areas, and the staff unit has functions to support the departments' operations.

The administration prepares cases, implements political decisions, and conducts other activities that fall within the committee's area of responsibility.

The mission requires that you have a good ability to translate and clearly communicate political decisions into strong implementation power at all levels.

Qualifications

You are an experienced and secure leader who masters the field while focusing on creating a work environment that fosters good collaboration and learning culture. The administration consists of an experienced employee group that is used to taking significant personal responsibility. As a leader, you deliver results based on the assignment and drive development forward through participation and engagement. An important part of the mission is to collaborate both internally and externally at various levels and to represent the administration in different contexts.

We are looking for a leader with relevant academic education and experience in overall management work within social administration, or other experience deemed equivalent. You have worked as a leader in a similar role within public operations and have also driven change and development work at a strategic level. Furthermore, you are motivated to elevate and drive labor market and social issues from a broader perspective.

With your solid experience in strategic management work and close collaboration with political leadership, you collaborate with politicians in a larger organization. Your leadership is characterized by being a courageous leader with good communication skills who dares to challenge in an inclusive way. Furthermore, you have a desire to build the team internally and be a visible and present leader who creates calm and stability. You have a natural ability to create an inclusive climate and delegate responsibility with clear frameworks and goals, giving operational managers the freedom to act independently.

You are a skilled relationship builder and a clear communicator with the ability to convey messages, which creates trust and clarity at all levels and actively contributes to a positive work environment that promotes engagement and participation.

The Labor Market and Social Administration

We are responsible for the municipality's labor market issues and care and service for individuals and families. We are also responsible for: reception of unaccompanied children and youth, interpreting services, social psychiatry, individuals with dependency issues, family law issues, budget and debt counseling, estate investigation, and licensing and supervision authority for alcohol and tobacco.

The Labor Market and Social Administration is functionally divided into three departments and a staff unit; the department for integration, support, and work, the family department, and the adult department.
