About the Swedish Prison and Probation Service
The Swedish Prison and Probation Service is growing – we are building new facilities, renovating, and expanding, and we are now looking for more employees. Our most important goal is to reduce reoffending – to break the vicious cycle. If we succeed, society will become safer and more secure for everyone. We are the agency responsible for prisons, probation, remand centers, and client transport.
Job Description
The Eastern Section for Legal Review and Support is responsible for areas such as suspended conditional release, victim information, and sentence calculation. As Section Manager, you are responsible for the operations, budget, and results of the section, where approximately 25 employees work and are based in Norrköping. You represent the section in forums and contribute an operational perspective to issues concerning development, management, and prioritization within the legal functions of the Prison and Probation Service.
From September 2026, the section will consist of two groups with a main focus on suspended conditional release and sentence calculation, respectively. In the operations, prison lawyers, case handlers, and administrators work with complex legal issues through case processing, decision-making, as well as support, counseling, and training. The section collaborates closely with other parts of the Prison and Probation Service and also has external contacts, for example with the National Board of Forensic Medicine.
A new organization will also apply to the section's leadership from September. At that time, group manager positions will be established. The role of Section Manager therefore involves indirect leadership through the section's group managers, for whom you have personnel responsibility. Together, you create the conditions for a legally secure, efficient, and well-functioning operation.
You are one of four section managers who report to the Unit Manager and are part of the unit's management group. In this role, you contribute to developing operations within the unit and the legal function. A particularly important part of the assignment is to lead and support the operations through the organizational and working method changes implemented during the autumn.
The role involves trust-based working hours, and remote work may be offered for a smaller part of the working time. The place of work is in Norrköping.
Qualifications
We are looking for someone who is confident and engaging and wants to contribute to the development of an operation with an important mission. You are driven by development, turn ideas into results, and create engagement in change work. With an analytical approach, you see connections and make well-founded decisions based on the operation's mission and goals.
As a leader, you create direction, clarity, and engagement by setting goals, prioritizing, and giving others the conditions to succeed. You work in a structured manner, take responsibility for the whole, and turn goals into results.
You are stable and professional even when requirements are high, and you have an unpretentious and flexible approach. You build trusting relationships and collaborate well with both internal and external actors. Through communicative leadership, you create participation, understanding, and a common direction.
To thrive and succeed in your assignment, it is important that you share the Prison and Probation Service's fundamental values regarding a humane view of human beings, respect for the individual, and the belief that humans are capable of development. You are also aware of and understand how background, culture, and group affiliation affect yourself and others. Furthermore, you are expected to contribute, through your approach, to ensuring that everyone is treated equally. We place great emphasis on personal suitability.
We are looking for you who have:
- A law degree or another academic degree combined with several years of experience in legal application within the Prison and Probation Service.
- Several years of experience in legal application and qualified legal work from a state agency, court, law firm, or similar operation.
- Experience in leading employees.
- Good ability to express yourself in speech and writing in Swedish.
- Good knowledge of the overarching conditions (regulations, budget, employer policy, etc.) that apply to public operations, preferably state-owned.
The following are also meritorious:
- Documented leadership training.
- Managerial experience.
- Experience in legal work within the section's areas of responsibility, administrative law, or prison legislation in general.
- Experience in working with quality assurance of legal application.
- Good knowledge of the Prison and Probation Service's core operations.
