The County Administrative Board is an expert authority in areas such as nature and environment, community planning and rural affairs, directly subordinate to the Government. We function as a link between people, municipalities, regions, and various authorities. We work to ensure that national goals are implemented in the county. We do this by looking at the whole picture in our authority's operations, by disseminating knowledge, and by coordinating and developing various substantive issues. The Department for Business Management and Support assists the county administration in the task of leading the authority's operations. The department is responsible for designing, following up on, and developing structures, processes, and routines for the authority's internal management and control. The responsibility also includes preparing the annual planning and budget process, the follow-up process, and long-term strategic planning.
The department is also responsible for coordinating and driving the County Administrative Board's work with strategic analysis, environmental scanning, and business development. An important part of the assignment is to ensure a current and relevant common situation picture.
The analysis function consists of an authority strategist and a business controller, whom you will work closely with. You will be an important part of the team to strengthen our common situation picture and decision support for the authority's leadership.
Responsibilities
The responsibilities are broad and varied, focusing on producing factual basis, analyses, and decision support within issues concerning, among other things, the overall work with regional development and growth, as well as the authority's internal work processes. You will often work in a coordinating role and in close cooperation with experts.
You will also work with annual reports as well as planning and follow-up of operations. Together with other employees within the department, you will function as support and sounding board to the County Governor and County Council in issues of both strategic and operational character. The role also includes responsibility for certain assignments in the authority's appropriation directives, and handling of remiss responses.
At the department, we actively work to support each other and the operations, which means that other tasks may also occur.
Qualifications and Profile
You are result- and development-oriented with a broad interest in society. The role requires good analytical skills as well as the ability to collect, quality-assure, and evaluate both quantitative and qualitative basis. You keep yourself updated in relevant areas to be able to perform your tasks and have the ability to apply established methods for systematic information gathering. You have a holistic perspective and can combine an outside and inside perspective, as well as switch between strategic and operational work.
We are looking for a team player who thrives in working in teams and who has the ability to both contribute independently and collaborate with colleagues. Experience of working in smaller units/functions or in roles where collaboration is central is meritorious.
The role involves extensive collaboration and many contact surfaces, both internally in the organization and externally with actors in the county, such as other state actors, Region Sörmland, and the county's municipalities. You have a good ability to create and maintain good relationships as well as a good pedagogical ability.
You have experience of working closely with management and executives as well as collaborating with external actors in networks and other working groups. You have a good ability to express yourself in writing and can adapt texts according to target group and purpose. Furthermore, you have experience of giving oral presentations and lectures. You also have good familiarity with working in the Office package and other administrative tools.
We are looking for you who have:
- An academic degree, preferably with a focus on economics, social sciences, political science, or equivalent.
It is meritorious if you:
- Have experience of working within state operations, preferably as a secretary in a state inquiry or from work in the Government Offices.
- Have experience of working closely with authority leadership.
- Have experience of collaboration with external actors.

About the Position
The employment is fixed-term until March 31, 2027.
All positions at the County Administrative Board may be subject to security clearance and mobilization depending on the nature of the assignment.

The salary range for the current position is: 46,000 – 52,000 SEK/month.
