We are looking for a Development Manager who wants to lead and drive the administration's AI work, primarily at the central administration, where you create the prerequisites for the entire operation. You are technically knowledgeable about AI without working programmatically yourself; you educate and inspire, and you lead change with equal confidence in tailwinds and headwinds. You enjoy complex legal considerations, which you resolve with progressive and responsible thinking. Above all, you like to make things work in reality and take ideas to scalable, functional solutions on your own and together with others.

About the Unit for Development and Transformation

The unit is a cross-functional team where development managers, analysts, communicators, and digitalization specialists work together. Our mission is to establish modern working methods, build capabilities, and deliver solutions that hold up in daily life, from strategy to practice.

Responsibilities

As a Development Manager with a focus on AI, you will:

  • Lead and drive development work related to AI at the central administration, where most roles in public administration converge. This involves testing, trying new things, and implementing solutions so they work in daily life.
  • Translate the AI strategy's directions and AI guidelines into concrete working methods, guidelines, and applications that hold up in daily life.
  • Educate, inspire, and build competence among managers and employees in AI tools such as Copilot, Gemini, and Svea.
  • Lead change work with creativity, dialogue, clarity, and endurance.
  • Clarify complex legal and information security considerations together with legal and data protection teams, and find progressive, responsible paths forward.
  • Prepare materials and cases for the AI Council and ensure that usage is responsible and legally secure.
  • Collaborate closely with the entire operation, and specifically with digitalization, analysts, and communicators.
  • Represent the operation in city-wide forums.

A typical day might range from a workshop with a management group in the morning, to sitting with a lawyer and data protection officer in the afternoon regarding a tricky privacy issue, aligning an application with the CTO, writing a decision basis for the AI Council, or experimenting with an agentic structure for one of our business areas for future implementation.

The role shifts between the strategic and the hands-on, and between inspiring many and digging deep into a single issue.

Qualifications

Requirements:

  • A university education relevant to the position, or education and experience that we collectively assess as equivalent.
  • Several years of experience leading and driving development or change work – you have implemented change in practice and brought people with you even when it was complicated.
  • Good technical understanding of AI and Generative AI and how it is applied in an organization, without needing to work programmatically yourself.
  • Experience in educating, inspiring, and building competence among different target groups.
  • Interest and ability to navigate legal and information security issues and find solutions.
  • Very good Swedish in speech and writing.

Merits:

  • Experience with AI and digitalization in larger organizations.
  • Good knowledge of law related to data and AI (GDPR, AI Act, as well as public access and confidentiality).
  • Experience of leadership in matrix and agile working methods.
  • Experience from school or the education sector.
  • Experience with data-driven solutions/BI and decision support.
