About the Position

The Department of Societal Development consists of three divisions; citizen service, strategic societal planning, and the technical division. The department is responsible for ensuring service to citizens and businesses, for the strategic planning of societal construction, as well as for the municipality's water and sewage operations, waste management, property, and project organization as support for these operations during new and reinvestment projects.

We are looking for a project manager for the preliminary study Balance for a Robust Business Life, which is a strategic development project focusing on the robustness of business life, industry balance, capacity, sustainable transition, and future supply preparedness. The preliminary study is an important part of launching the municipality's long-term work for a more diversified, sustainable, and resilient business life and should form the basis for continued work on these issues.

Åre Municipality has for a long time had strong development with the tourism industry as the engine. At the same time, analyses show that business life needs to be broadened to reduce vulnerability and create better conditions for sustainable growth, competence supply, and long-term resilience.

The preliminary study should, for example, and/or among other things, develop a strategic and fact-based foundation for how Åre Municipality can develop the following:

• Robust and sustainable value chains
• New business and establishment opportunities
• Strengthened collaboration between the public sector, business life, and other actors.
• Increased supply preparedness and industrial capacity
• Opportunities related to innovation and dual-use

The work is closely linked to Åre Municipality's long-term societal development, Vision 2050, and the municipality's strategic work with sustainable growth, societal planning, and business development.

As a project manager, you are responsible for planning, leading, and implementing the preliminary study together with internal and external actors.

The role includes among other things:

• Drive the project from start to final reporting
• Coordinate dialogues between the municipality, companies, region, academia, and authorities
• Conduct analyses, interviews, and workshops
• Identify development areas and strategic choices
• Develop decision support and recommendations for future implementation projects
• Responsible for the project's economy, follow-up, and reporting
• Contribute to the development of the municipality's long-term business and societal development work

Qualifications

• Relevant academic education in, for example, societal planning, regional development, political science, economics, or other education that the employer deems equivalent
• Experience of project management within the public sector, societal development, or business development
• Good experience of strategic development work and collaboration processes
• Good ability to express yourself in speech and writing in Swedish

Meritorious if you have:

• Experience of EU-funded projects or public development projects
• Knowledge of regional development, business issues, and sustainable transition
• Experience of working in a politically governed organization
• Understanding of issues related to total defense, supply preparedness, or industrial development
