Unit Customs Collection South is now looking for a future colleague who is ready to make a difference and step into the role of Group Manager for a group responsible for customs collection monitoring within the area of export monitoring. The unit consists of a total of seven groups and is led by a Unit Manager and an Assistant Unit Manager.

The unit's operational work is primarily conducted within customs collection monitoring, where the unit has national coordination responsibilities. The unit also handles permit issuance and post-control, the activities of which are directed by other units within the department.

About the position

As Group Manager, you are responsible for the operations within the group. You make ongoing administrative decisions. You collaborate with other Group Managers within the Customs Collection Department to lead and direct operational work. The Swedish Customs Administration's operations are complex and constantly evolving. Improvement work is part of everyday life. Being a manager in the Customs Collection Department places high demands on flexibility and responsiveness. The managerial responsibilities include personnel administrative tasks, development discussions with staff, salary-setting discussions, and leading workplace meetings.

This means that:

  • You lead and develop operational activities to achieve set goals and expected results in accordance with decided processes and strategic directions.
  • You ensure that employees are treated in a sustainable and legally secure manner from recruitment to the end of employment.
  • You analyze needs, operate within allocated budget frameworks, and ensure resources are used effectively and efficiently. You prepare materials for budgets and forecasts.
  • You create conditions for employees to adapt to changed working methods so that the change yields the intended effect.
  • You inform, anchor, and engage in dialogue to increase knowledge, acceptance, and engagement regarding prioritized issues. The responsibility extends downwards to your own operations, upwards to your immediate manager, and sideways to other operations.

The group consists of 12–15 case officers. Some employees may be located in other cities, which would involve remote leadership. You will specifically collaborate with three other Group Managers within Customs Collection as several tasks overlap.

We are looking for someone who has:

  • Experience in leadership roles within the Swedish Customs Administration's fiscal operations, such as manager, deputy manager, team leader, or similar, with good performance reviews, or alternatively at least 1 year of management experience with personnel responsibility in external operations with good performance reviews.
  • Basic education within the Swedish Customs Administration's fiscal operations and/or academically or post-secondary relevant education in law, economics, trade/logistics, public administration, and/or vocational higher education as a Customs Specialist (CCS).
  • Good ability to express yourself in speech and writing in both Swedish and English.
  • Good knowledge of the Office package.
  • Swedish citizenship.

As a manager, but above all a leader, at the Swedish Customs Administration, it is important that you are professional with clear leadership and good employee relations.

It is meritorious if you have:

  • Management and/or leadership training.
  • Leadership experience within state operations.
  • Good knowledge of customs procedures and relevant legislation related to transition to free circulation, special procedures, as well as export and transit.
  • Experience in qualified case handling and investigative work within a public authority.
  • Practical and theoretical knowledge within occupational health and safety.
  • The operations are constantly changing, and if you have experience developing operations and driving change initiatives, it is a plus.

To succeed in the role, it is important to take initiative, get things done, be proactive, prioritize, and make decisions. You have good communication skills to clarify directions and frameworks while creating meaning and consensus through inclusive, listening, and engaging dialogue. You have the ability to develop both people and operations through coaching and communicative leadership. As a person, you have high personal integrity, good self-insight, and are calm and confident. You must also have the ability to actively work for a good work environment and leverage diversity in terms of competence, experience, and perspectives to develop operations and handle the increasing complexity we operate in. As a person, you are curious and challenge yourself and others to think new and do things differently to stimulate learning and innovation.

You must have good judgment and be able to act as a good representative for the Swedish Customs Administration both internally and externally. You have a positive view of people and believe that results are achieved by cooperating, motivating, and engaging your employees and colleagues through a coaching approach in your leadership. The employment is a permanent position starting with a 6-month probationary period. Individual salary setting applies. Within the Swedish Customs Administration, time-limited managerial appointments of 5 years with the possibility of extension are applied.

Start date: By agreement.

Business travel is included, primarily within the country but international travel may also be relevant.

To be eligible for employment at the Swedish Customs Administration, you must meet high demands regarding security and confidentiality awareness, suitability, and compliance with current laws. Security clearance with register check according to the Security Protection Act is conducted before employment, as the position is classified as security-classified. The Swedish Customs Administration is a total defense authority, and upon employment, you may be assigned to wartime duties within the Customs Administration.
