We are currently looking for a Preparedness Officer within civil defence and crisis preparedness. We need reinforcement for both existing and new assignments, and you will be involved in developing the agency's and the county's work regarding civil defence and crisis preparedness.
About the unit
You will belong to the Unit for Civil Preparedness and Rescue Services, which is one of six units on the Department for Human and Society. The unit consists of approximately fifteen employees who work together with support, coordination, and supervision in the areas of civil defence, crisis preparedness, protection against accidents, as well as cyber security, operational and security protection, information security, and signal security. With us, you become part of a team that supports work within the agency, the county, and the South Eastern Civil Area.
Your responsibilities
The work involves analyzing threats, risks, and vulnerabilities that may affect vital societal functions and total defence in the county, both independently and in collaboration with colleagues and external actors. The basis for this analysis may consist of, for example, risk and vulnerability analyses from municipalities, national planning documents, or workshops that you are expected to both participate in and lead. You also participate in the evaluation of exercises and incidents, as well as conducting capability assessments within various operational areas. The role includes following up on and handling analyses, planning documents, and guidelines from national actors such as the Government Offices, the Swedish Civil Contingencies Agency (MSB), and sector-specific preparedness authorities. Together with colleagues and relevant actors in the county, you identify and assess the need for measures and develop planning documents, emergency plans, and routines to reduce vulnerabilities and strengthen society's ability to handle serious crises and, ultimately, war.
You also coordinate and participate in the work of developing scenario-specific plans within areas such as the protection of the civilian population and rescue services, nuclear energy preparedness, and supply preparedness for vital functions. The work is governed by both current regulations and the development and action needs identified through various analyses and assessments. An important part of the work is also to plan, conduct, and evaluate training and exercises at local, regional, and national levels together with colleagues. The assignment requires close cooperation with public and private actors as well as with civil society and voluntary defence organizations. Since the external situation is changing, the tasks may develop and change over time in line with new needs and assignments within the area of civil preparedness and total defence.
Requirements for the position:
- A relevant higher education degree or other post-secondary education that we, together with your experience, assess as equivalent.
- At least one year of work experience from relevant areas such as risk or continuity management, crisis preparedness, and civil defence.
- Experience in analysis, investigation, or other types of tasks involving structuring and compiling information, assessing it, and presenting your conclusions.
- Experience in coordination or leading projects, assignments, or processes.
- Basic competence in Excel and Office.
- Category B driver's license.
- Swedish citizenship is required, but you are welcome to have a foreign background.
Meritorious if you have:
- Experience working within the public sector, preferably at different levels.
- Experience in leading cooperation and coordinating assignments involving several different actors.
- Experience working with training and exercises.
- Education in crisis, risk, and conflict management, crisis preparedness, total defence, staff methods, leadership training, fire engineering, or other vocational training relevant to the position.
- Ability to read and express yourself in English.

The employment is
A permanent position starting with a six-month probationary period. Start date by agreement.
