The position is placed within the Municipal Executive Administration, which is one of eight administrations in Linköping Municipality. We work with cross-municipal strategic issues and provide leadership, direction, and support to other administrations, businesses, organizations, and the municipality's political leadership.

Your tasks
As a communication strategist focused on press and media, you play a crucial role in developing an effective communicative organization that proactively meets a changing media landscape.
You are responsible for driving and developing the municipality's press and media work at both strategic and operational levels. The work aims to increase the impact of the municipality's core mission and strengthen trust in the organization. The role requires the ability to adapt and prioritize when current issues demand your expertise. In this role, there may be a need for standby duty where you will be one of several employees sharing the responsibility as a communicator on standby (KiB).
In the role of communication strategist, you will among other things:
- Identify, package, and present news that strengthens the image of Linköping as an innovative city of the future.
- Strategically support management and elected officials in message formulation, media handling, and environmental analysis.
- Manage crisis communication, coordinating efforts during events that risk affecting trust in the municipality and ensuring professional handling in digital and traditional channels.
- Lead communication efforts in complex, cross-municipal projects involving multiple administrations.
- Contribute to knowledge building and environmental monitoring to strengthen the municipality's resilience against disinformation and subversion.
- Contribute to the development and management of the municipality's social media and digital channels.
Your workplace
The communication staff is undergoing change to better meet both internal and external needs in the new communicative landscape. Therefore, we are restructuring our organization and forming two units; one for brand and strategy and one for environment and editorial. This position is placed in the unit for environment and editorial where a new proactive press and media function is being established. The units are led by unit managers, and in the press and media function, there is also a functional manager for the area.
The staff, led by the communication director, has the coordinating main responsibility for the municipality's overall communication assignment, which includes internal and external communication, marketing, and the brand strategy work for both the organization and the place Linköping.
The communication staff currently has 14 employees and has the cross-municipal communication assignment for internal and external communication as well as for marketing. The staff leads and coordinates the municipality's brand work, place marketing, and press relations. We are responsible for crisis communication, digital development, and trust-building efforts during complex events. The assignment also includes environmental monitoring and proactive work against disinformation to strengthen the municipality's resilience.
The workplace is located in the city hall in central Linköping, and we work based on a flexible working method. For this position, trust-based working hours apply.
You who are applying
We are looking for someone with an academic education in political science, media and communication studies, journalism, or another field that the employer deems equivalent.
You have several years of experience in proactive media work and documented experience in crisis communication where you have led and coordinated communication in critical situations. Furthermore, you have experience in project management and have a very good ability to write and package content for various channels such as social media, press, and web, as well as the ability to translate complex issues into understandable and engaging communication.
We consider it an advantage to have experience in brand work, place marketing, and/or employer branding, as well as documented experience in the new communicative landscape such as AI and digital development. Experience working in a politically governed organization and the ability to lead communication in assignments or large change projects is also seen as an advantage.
Knowledge of work against disinformation, subversion, or unauthorized influence is considered an advantage. Very good knowledge of Swedish in speech and writing is a requirement for the position as you will independently produce various types of content for different channels.
To succeed in the role, we see that you can work strategically and have a broad perspective on issues, as well as the ability to take initiative, start activities, and achieve results. You need to have an agile approach, where you can easily switch between quick actions and long-term assignments. You need to be flexible and able to adapt to changes, as well as work well with complex issues, where you can weigh information and various considerations and show judgment in actions and decisions. Since you will closely collaborate with colleagues and other professionals, you need to enjoy working together with others and communicate constructively, as well as be skilled at building networks both internally and externally.
