The Procurement Department

Uppsala Municipality purchases goods and services worth several billion kronor every year. An efficient, business-like, and strategic procurement process is therefore an important tool to meet the municipality's goals and contribute to economic, social, and ecological sustainable development. We in the Procurement Department are responsible for the municipality's framework agreements as well as object-specific procurements. We currently consist of over 45 employees distributed across 4 units. Two procurement units, one monitoring unit, and one purchasing unit. The procurement officers work within various category teams distributed across two units:

  • Property and Construction Unit, which consists of three categories: property and construction, vehicles and transport, and food.
  • Goods and Services Unit, which consists of four categories: IT, services, goods, and care & welfare.

In this recruitment, we are looking for procurement officers for the Goods and Services Unit.

Job Description

The work includes conducting procurements for the municipality's and municipal group's operations, participating in the planning and packaging of procurement assignments, and establishing contracts for the relevant operations. Other tasks included in the role:

  • Category work.
  • Participate in supplier meetings.
  • Participate in business development work.
  • Manage and follow up on procured contracts.
  • Monitor new legislation.
  • Dialogue with stakeholders.

Qualifications

We are looking for someone with education in purchasing, economics, or law. You need to have prior experience in procurement work and very good knowledge of Microsoft 365. The position requires good oral and written skills in Swedish. It is advantageous to have education in project management and within LOU, as well as experience in a politically governed organization.

It is also advantageous to have experience in:

  • Conducting procurements independently.
  • Working in the public sector.
  • Working based on a category-based approach.
  • Conducting IT procurements.
  • Procurement of various types of services.
