Strategic Purchasers for the Purchasing Department

The Municipal Management Administration is the central administration within Enköping Municipality. We work on behalf of the municipal board and are responsible for governance, management, coordination, service, and support for the entire municipality. Approximately 190 employees work here with the goal: “We will lead and coordinate development with a focus on the benefit for those we serve.”

The Purchasing Department is centrally located within the administration and consists of 17 employees. We work in two teams – Procurement and Purchasing & Analysis – each led by a team leader. The Purchasing Manager is the head of the department and is part of the administration's management group. Together, we are responsible for the municipality's purchasing process, conduct procurements, manage e-commerce systems, and ensure that the municipality's purchasing volume is handled strategically.

JOB RESPONSIBILITIES

We are now looking for two strategic purchasers with different focuses:

• Construction procurement – primarily procurement of construction projects and technical consultants.
• Goods and services – procurement of goods and services, where IT may also be relevant.

As a strategic purchaser, you will conduct procurements according to LOU and lead these through the procurement process from early dialogue with the market to contract signing and handover to the operations. You will manage several procurements simultaneously, in close collaboration with the operations.

In this role, you will meet employees and managers who need your expertise. You are service-oriented with an interest in helping others as you act as an advisor to internal clients, inform about procurement regulations, and actively contribute to developing the purchasing process. We all contribute to the development and improvement of our working methods, which is why development and improvement work is part of the job responsibilities. Of course, you will also keep yourself updated on procurement legislation, case law, and market monitoring in the field.

In addition to the many internal contacts, you will also have contact with the business community and other stakeholders. You will also be responsible for managing a department with which you have a close collaboration.

QUALIFICATIONS

We are looking for someone who has:

• Education in purchasing/procurement (university, vocational school, or other education combined with work experience deemed equivalent)
• Good knowledge of LOU
• Good knowledge of procurement tools, preferably E-avrop and Office 365.
• Good knowledge of Swedish in both spoken and written form.

Meritorious:

• For the construction procurement focus, you need to have good knowledge of General Terms AB04, ABT06, ABK09, and/or ABFF. It is an advantage if you have experience of independently and successfully conducted advertised construction procurements.
• For the goods/services focus, it is advantageous if you have independently and successfully conducted procurements according to procurement laws.
• Experience with procurements in politically governed organizations.
