Do you want to contribute to achieving Sweden's and the EU's climate goals?

The EU Emissions Trading System (ETS) is the most important tool for reducing greenhouse gas emissions. ETS covers industry, energy, aviation, shipping, and soon also transport and buildings. From 2026, a carbon tax will be introduced on imports of emissions-intensive goods through the Carbon Border Adjustment Mechanism (CBAM) – a step towards fair and effective climate measures.

The Swedish Environmental Protection Agency is responsible for Sweden's implementation of ETS and CBAM. We are now looking for several committed climate officers who want to help develop the work with these central steering instruments. With us, you will play a key role in the transition to a climate-neutral society.

Your tasks

You will primarily work with either ETS 1, ETS 2, or CBAM.

The core of the assignment is the interpretation, handling, and implementation of national and EU-based regulations from both technical and legal aspects. Your main tasks will include:

  • investigating and deciding on cases related to emissions, free allocation, imports, and sanctions are examples of typical tasks included in the work,
  • supporting affected companies with guidance regarding the regulations, and
  • contributing to the development of our operations around these steering instruments.

In the emissions trading units, we work in teams and collaborate closely within all three systems. Although you will initially primarily work with one of the systems, you will be part of this larger context that provides opportunities for broadening and gaining an overview of the instruments and their practical implementation.

You may also participate in various government assignments, work on the development and implementation of legislation, and contribute to our analytical support to the Government Offices. Collaboration occurs, among other things, with other authorities in Sweden and the EU, with industry organizations and companies, with the Government Offices, and within the Swedish Environmental Protection Agency.

Your qualifications

Requirements for employment

  • Relevant higher education or university degree.
  • Current work experience in relevant areas for the position.
  • Good ability to communicate verbally and in writing in Swedish and English.

Meritorious

  • Work experience related to EU ETS or CBAM and their implementation.
  • Experience in permit assessment, supervision, or other case handling.
  • Experience in implementing EU steering instruments at an authority.
  • Technical knowledge of industrial production processes.
  • Work experience in industry, electricity and district heating, aviation, shipping, or fuel distribution.
  • Experience in interpreting and applying EU's or Sweden's environmental, climate, tax, fuel, customs, or sustainability legislation.
  • Experience in working with legislative processes at the EU level or nationally.

Personal qualities

About the positions

We offer two permanent positions where we apply a six-month probationary period. The positions are located in Stockholm or Östersund. Start date as soon as possible by agreement.
