We are now looking for a temporary HR specialist for the Upper Secondary and Adult Education Administration in Borås.
The goal and mission of the HR function is to provide the administration's managers with qualified and professional consultative support, as well as advice and service in the HR area. HR works to create conditions for managers to become confident and skilled in their personnel and work environment responsibilities.

The HR function at the Upper Secondary and Adult Education Administration consists of HR administrators, HR specialists, and an HR manager.
The temporary position extends from 2026-02-01 (or by agreement) to 2027-03-31.
HR Specialist, Temporary PositionJob ResponsibilitiesThe HR function's mission is governed by central steering documents for Borås City and by assignments from the administration's management group. An important component is to contribute to transparency and trust in the organization and to make the administration's HR processes clear and accessible in accordance with Borås City's personnel policy and laws and agreements in the area. The HR function should be proactive and create conditions for the goals to become alive within the organization and permeate the daily work of the administration's managers and employees.
In 2026, some of HR's focus areas will be to increase health metrics in the administration and to develop support for managers in work environment and rehabilitation issues. You will play a key role in this work.
As an HR specialist, you will work with consultative individual support and with strategic support to principals and unit managers. The role of the HR specialist includes guiding groups and conducting training related to various development areas within HR.
The role includes follow-up/analysis of operations from an HR perspective. You will participate as needed in the management group and local collaboration group (LSG), plan and conduct orientation and training for managers, safety representatives, and other functions. To constantly adapt to changing conditions for the operations, monitoring the environment and staying updated with research and development in the HR area is an expectation.

QualificationsIn the role of HR specialist at the Upper Secondary and Adult Education Administration, a degree in personnel and labor relations is required. We consider it an advantage if you have previous experience working with work environment and rehabilitation issues. A requirement is that you have good knowledge in these areas.
The HR specialist's workday is based on relationship-building work, collaboration, and a consultative approach, as you will have much contact with managers, union representatives, and employees. For example, participating in rehabilitation meetings and conducting training for managers requires that you are confident in yourself and your professional role, have integrity, are aware of norms, and have a positive view of people.
At times, many processes are ongoing simultaneously, so we see that you are structured, well-organized, and enjoy working when conditions change rapidly and adapting work methods and priorities accordingly.
You are communicative and have experience expressing yourself in speech and writing, as well as creating materials, presentations, and other documents for meetings and training. Good knowledge of the Office suite is a prerequisite, as well as experience working in digitized operational systems.
