Framework Agreement Manager at the National Procurement Agency

The National Procurement Agency is a department within the Kammarkollegiet responsible for the procurement and management of coordinated framework agreements for goods and services for other government authorities. Within the IT and telecommunications sector, the framework agreements can also be used by municipalities and regions. The National Procurement Agency has approximately 2300 framework agreements distributed across 38 framework agreement areas and with about 800 suppliers. The department provides coordinated framework agreements for other authorities to achieve more favorable conditions. Our vision is to provide the right framework agreements at the right time. This means that the operations should be needs-driven, businesslike, and legally correct so that the framework agreements become a natural choice for contracting authorities.

We at the framework agreement management unit currently have 25 employees with great commitment and broad experience in public procurement. We are expanding our operations, and therefore there is now an opportunity to become one of our new colleagues!

Job Description

The position of framework agreement manager involves a lot of contact with contracting authorities and framework agreement suppliers, in an organization with much subject matter expertise and legal expertise. We often work in groups and see ourselves as problem solvers.

Your main tasks will be to continuously manage procured framework agreements, which involves contacts both with authorities that utilize the framework agreements and framework agreement suppliers. You provide support and assistance to contracting authorities via phone, email, and in meetings, as well as inform and organize seminars within the contract areas for which you are responsible. You are also responsible for producing guiding materials to facilitate for buyers when ordering from the framework agreements. The job includes arranging follow-up meetings with suppliers, compiling and analyzing statistics, and conducting market surveillance.

In the role of framework agreement manager, you will also participate in contract and supplier follow-ups for the framework agreements you are responsible for. You will also contribute to the preliminary study work and procurement projects for upcoming framework agreements.

We are looking for someone who has:

  • A relevant university or college degree such as civil engineer, computer scientist, or other relevant education that, combined with experience, is deemed equivalent
  • At least five years of experience in procurement or contract-related activities within the IT field
  • Knowledge of LOU (Public Procurement Act)
  • Very good knowledge of Swedish
  • Good knowledge of English

It is advantageous if you have:

  • Practical experience of public procurement or purchasing from the private sector
  • Experience working in a central purchasing function with many different buyers
  • Experience managing contracts within any of our IT framework agreement areas
  • Experience working in an IT department, e.g., as an IT manager, buyer, or requirements setter

As a person, you have a structured way of working where you take great responsibility and are self-driven in your work. You find it easy to create and maintain good relationships and have good service and collaboration skills. The position also requires that you have very good communication skills, where you feel comfortable speaking in front of both larger and smaller groups, and you have the ability to convey complex information in a pedagogical manner.

More Information

This is a permanent position that begins with a six-month probationary period. The position is based in Stockholm. Start date as soon as possible by agreement.

We are located in beautiful, activity-based premises in Gamla Stan in central Stockholm, with the possibility of partially working remotely based on the needs of the operations.

We act as asset managers, insurance companies, procurers, and legal advisors for the state administration with over 35 different assignments from the parliament and government. The General Inheritance Fund and the Public Transition Organization are also with us. Despite the variation in assignments, they share the common requirement for both breadth and specialized competence to execute them. Approximately 350 people work at Kammarkollegiet – primarily lawyers, economists, and qualified administrators. The authority is located in Stockholm, Karlstad, and Härnösand.
