The Children and Youth Administration is responsible for Halmstad's municipal preschools, primary schools, adapted primary schools, after-school care, and cultural schools. Every day, approximately 16,000 children attend one of our services.

JOB RESPONSIBILITIES
Do you want to work in a socially important operation where your legal expertise makes a real difference? The Children and Youth Administration is seeking an additional communicative and analytical lawyer for our quality department. In this role, you will help create conditions for a more equitable school, support managers in their authority, and create good conditions for children and students to receive the support they are entitled to. As a lawyer in Halmstad Municipality, you will help ensure a legally secure and transparent administration in a role where you can both develop yourself and help develop society.
As a lawyer in the Children and Youth Administration, you will provide legal support and guidance to responsible managers, administration management, and committees. This also includes designing and implementing training initiatives in law for the administration's principals. Together with colleagues in the department, you will be responsible for strategic environmental analysis and for preparing local adaptations of new legislative proposals and changes in national governing documents in the education sector. Child rights work will become an important area of development moving forward.
You will work with confidentiality assessments, handle and investigate cases within complaint management and internal investigations, and have contact with the School Inspectorate. The role also includes representing the committee in court.
Furthermore, you will act as legal support to the operations and to case handlers in other administrative departments. You will collaborate with data protection coordinators on issues related to information security and GDPR, and assist in the drafting and review of various agreements. You will also be part of the municipality's overarching legal network.
QUALIFICATIONS
To succeed in the role of lawyer with us, we see that you:
- Have a law degree
- Have a very good ability to express yourself in speech and writing in Swedish
We consider it meritorious if you:
- Have experience working in municipal operations and/or public administration
- Have experience and knowledge of school law
- Have experience in exercising authority
- Have experience and knowledge of working with information security and GDPR
We are looking for someone with strong communication skills. You can express yourself clearly, pedagogically, and adapt your message to different target groups. You are attentive, confident in taking space, and easily build trust. You have a good ability to adapt to changing circumstances and can handle complex situations with both structure and flexibility. You are solution-oriented, analytical, and have the courage to stand up for decisions made even in pressured situations.
OTHER
During the summer, we respond with a lower response rate due to vacation. We will answer incoming questions as availability allows.
As a step in the recruitment process, we use tests in the selection process, which allows us to ensure an unbiased and fair process. If you proceed, you will receive an email with tests to complete. If you have already completed these tests, you can reuse your results.
Before employment, you need to show that you have the right to work, which is required under the Aliens Ordinance. You do this by proving your citizenship in the EU/EES or Switzerland through a passport, national ID card, or personal certificate together with an identity document. If you cannot do this, you need to present a work permit or show that you are exempt from the requirement for a work permit.
If you are offered employment within the Children and Youth Administration, you are required to present a clean extract from the Police's criminal record for work within schools/preschools. The extract is free of charge and takes about 2-3 weeks for the police to process. Therefore, order it in good time!
